Simple Mission Powered by AI & Expertise
n 1996, Michael Lubao was manually processing claims when NCCI edits were introduced—making compliance significantly more complex. While others saw a burden, he built the first version of Virtual Examiner® to automate claim review and improve accuracy. Over the past 30 years, PCG has continuously expanded its rule base—never deleting, only refining—resulting in a proprietary database of over 72 million edits. What started as a solution to simplify claims review has become one of the most comprehensive FWA and compliance intelligence platforms in healthcare.

World Class Training
Our onboarding is designed to get your team operational quickly. We begin with IT and operations kickoff sessions, followed by system and user validation to ensure everything is configured correctly. We then conduct a 5-day onsite training covering VE, VR, VA, and customized reporting using your real claims data—allowing your team to shift from research to decision-making immediately, with ROI often identified within the first week. Within 3–9 months, we return for advanced FWA and provider profiling training to help your team identify patterns, reduce risk, and drive long-term performance.
Software, Codes, and Rule Updates
Healthcare reimbursement rules evolve constantly, and organizations relying on outdated code books, delayed vendor patches, or infrequent software updates risk processing claims outside current CMS, AMA, Medicaid, and payer compliance requirements. PCG Software addresses this problem by delivering quarterly and bi-weekly SFTP updates that secure coding logic and help clients stay aligned with the latest reimbursement policies, coding relationships, and regulatory changes. This allows payer organizations to improve payment accuracy, strengthen compliance, and reduce audit and overpayment risk.
Real-time Rule & Coding Logic Updates
PCG Software delivers secured quarterly and often bi-weekly coding logic and reimbursement updates directly into client environments through secure SFTP processes. Unlike many traditional vendors that update only a few times per year, PCG continuously maintains its AI-driven knowledge base to reflect evolving CMS, AMA, Medicaid, modifier, diagnosis, and reimbursement requirements.
Beyond Traditional Code Books
Static code books and annual releases alone are no longer enough to maintain compliance in modern healthcare reimbursement environments. PCG’s continuously updated AI knowledge base evaluates complex coding relationships, frequency limitations, modifier interactions, and reimbursement logic far beyond what traditional manuals or outdated adjudication systems can support.
Reducing Compliance & Audit Risk
Delayed coding updates can lead to claims being processed against outdated reimbursement rules, increasing the risk of overpayments, audit findings, penalties, and operational exposure. PCG Software helps organizations remain aligned with current regulatory requirements while improving payment integrity and reducing compliance-related financial risk.
AI-Driven Healthcare Intelligence
PCG Software’s technology was built specifically to manage the growing complexity of modern healthcare reimbursement and payment integrity operations. By combining AI-driven claims auditing with one of the industry’s largest proprietary reimbursement knowledge bases, PCG helps payer organizations automate review processes, strengthen coding consistency, and improve long-term financial stability.
PCG's Trident of Leadership

Michael Lubao
CHIEF EXECUTIVE OFFICER & FOUNDER
The Healthcare AI Pioneer
Michael Lubao's Expertise
Throughout the 1980s and 1990s, Michael helped build operational efficiencies with payer organizations, tested their internal and external network securities, and is a master at Del Phi, Java, and nearly every coding language there is. From software programming, to machine learning to hardward and software requirements, we dare you to find someone with his level of expertise.
He Built the AI you're going to use
When President Clinton adopted the NCCI edits in 1996, Michael was running an MSO and doing claims by hand. He knew that he needed to create a coding directory so that it would enable him and his claims team to quickly identify the proper code, modifier, place of service and remain compliant. Each quarter he would update his directory and this directory became the knoweldgebase that over 170 payer organizations have used to pay claims correctly since then.
